If this is happening in both Linux and Windows, I'd assume it's not a
software problem.  It's either your cable modem (I seem to remember you
being a cable modem user in later emails) or your network card.  If you
can find another network card to swap into your machine, I'd try that to
see if it clears up the problem.  If not, try power cycling the modem
when the problem occurs and see if that fixes the problem immediately.
If so, I'd guess it's your cable modem.
