Thanks, Jim and to everyone else who responded.  That was my problem -- I was
not logged in as root.  Since I had been using the live CD for awhile, I was
logging into a user account I created and just entering the root password
whenever I needed to do system stuff.

I logged in as root, and there was the icon!
