Ubuntu doesn't use rpm's it uses deb's.

If you use Synaptic Package Manager ( it comes with Ubuntu) when you 
select a package it asks you if you want to install (if it's not already 
installed) or if you want to re-install, remove, or complete remove.

I know there is a more simplified app installer but I don't use Ubuntu I 
use it's brother Kubuntu with the KDE or K Desktop Enviroment. I don't 
like it's package manager so I install Ubuntu's Synaptic....
