OK... more questions:

Q1) When you do

    rpm -qf /usr/sbin/makemap

what do you get?

What we are really trying to find out is how makemap got onto your
machine; who or what installed it into /usr/sbin.

Another useful clue might be

Q2) What output do you see when you run

    sendmail -bt -d0.1 </dev/null

This might show some other version of sendmail than 8.8.7

Q3) Did you compile and install sendmail from sources, other than from
an SRPM package?  

Q4) Is your RH 5.1 on an Intel x86 machine, or a less common
architecture, and if so whc, and when you doih one?

While copying the file as you did will fix the problem for you, it
won't really solve it for the rest of the Linuxconf userbase who in
future will 'discover' it for themselves.  So, if we can, it would be
good to figure why your copy of RH 5.1 did not apparently install
sendmail in the same way as the other copies of RH 5.1 (for Intel)
that some of us have installed.
