simply try the other way round, it got to work !!!

go to DOS prompt on your local pc.
cd c:\windows <enter>
ftp <ip address of linux pc>

you can also use any windows based ftp client also to connect to linux. (e.g:-ws-ftp 
client)

Technicality:-  This is no wonder buddy. Ftp needs an Ftp server to listen and respond 
to request. Your linux server must be running a
program wu-ftpd, (type ps aefx | grep ftpd to see the ftp daemon running). The same 
goes with other UNIX machines. Your local PC is
not running the FTP server, that is why you getting the said error.
