In order to ftp to a machine, you must have a ftp server running on that
machine.  Windows 95 does not have a ftp server.  What you really want to
do is ftp from the windows machine to the Linux machine.

In Windows, from command prompt, change to directory you want to save the
file in.  Then type: 
ftp <ipaddr of linux machine>
Then proceed with normal ftp commands.

That is because other Unix machines have FTP servers installed.  Same is
the case with NT server.

You could install a ftp server on win 95, but it is not necessary if you
use the instructions as above.

That is because ping only checks if a machine is online or not.
