Nope.  A numeral can only be preceded by a numeral that is >= itself, or
one or two degrees less depending on which represents the unit for that
power of X.
Therefore, 
M can be preceded by anything larger, or C.  It cannot be preceded by D
because D is not a unit. L, X, V and I are all more than two degrees less
than M.

Similarly, for C, it can be preceded by M, D, or X. L is not a unit, X, V
and I are more than two degrees less.

D can be preceded by M or C. L by M, D, C, X. X by M, D, C, L, I. V by M,
D, C, L, X, I and I by everything including itself.
