Finally, a regular linux query.

IIRC, IRC and ICQ use UDP.  UDP doesn't go through proxies well (cause it
is a connectionless protocol).  You will have to do some udp over tcp
tunnelling or something like that.  I'm not sure how exactly you'd do it,
but basically, look for udp in the documentation.
