Try "emerald --replace" or "gtk-window-decorator --replace" as a normal user (ie with su or sudo) (The gtk-window-decorator doesn't work that well for me. There is a confusion between "Workspaces" & "Viewports". See this bug report: https://bugs.launchpad.net/ubuntu/+source/compiz/+bug/153322 Try setting the number of metacity workspaces to 1 (you can use gconf and navigate to /apps/metacity/general/num_workspaces).
