Companies and Govt. sponsored agencies/projects have the
responsibility of actively convincing various responsible bodies to
adopt the relevant policies. For example, NRCFOSS {sh,c}ould have
taken up that responsibility - being a Govt. sponsored project. The
community has certain responsibility but limited resources unlike Sun,
Redhat or NRCFOSS
