I spent some time yesterday reading the relevant bits of the 802.1AS standard
and I agree with you: the gPTP standard does not forbid negative peer delay.
In fact, as long as neighborRateRatio can be calculated (i.e.
neighborRateRatioValid is true) then asCapable should be true (assuming all
other unrelated conditions are met). So I would implement this as an config
option which defaults to ‘no lower limit' for peer delay.

If you are OK with this I will send an updated patch (probably later today).
