Maybe it's one of the configs in a '.' directory that is messed up since you
said that other users are working fine.  Try making a new account, then copy
one at a time each of your directories, and see which one breaks it, then
move down levels to see if you can find the cause.  I haven't used KDE in
years, so I have no idea which one to start off with.
