I don't think it needed NT4 specifically (Topher, which Windows version did you use?), but it clearly needed a NAT-free connection to the target. The proprietary closed source Weendoze software in question implements its own ad hoc FTP client to do its dirty deed, and this ad hoc FTP client uses PORT, not PASV. Weendoze people are paid to work around limitations which can't be fixed properly, aren't they?
