For doing site conversions I like using http://www.cmsmadesimple.org/ If found it one of the easiest CMS' to theme for and it works well on small shared hosting plans. Works well for pretty much anything you want to do, can even put custom PHP in the pages. Except I wouldn't use it to make a blog.
I agree with Joomla having to many features for most and the plugins are written so bad that they cause vulnerabilities.
