Are you able to log into the modem and pull connection stats off of it? or via snmp. Most of the time you can get dBi levels off the line, and other stats.
But ive never heard of a cable modem going off line for 30-60sec at a time. I can see it disconnecting for a split sec, and taking 30-60sec to resync, and packets start flowing again. There are many things to check in the whole system.
