the problem happens on his home machines (desktops and laptops).  Both
wifi and wired.

    Is it possible to hook a computer directly up to the modem and see
if the issues are persistent after bypassing the internal home
network?
Ans: Yes

    Could there be someone downloading a bunch of "Online Content"?
I have not been on site yet (his home).  I thought about this and I am
suggesting ways to isolate the problem if the issue is a bot or virus
running on one of the client machines.

    Is the home network WiFi only? Wired? or both?
Ans: Both

    Is there a possibility of a network loop?
Ans: This is a basic Cox home account, no special network topology.
