VNC would probably be the best way to go.  Other solutions include RDP
and xdmcp.  None of those should require attaching a monitor to the
server.  I've done VNC with Linux desktops to Linux servers sans
monitors.  Should work same/similar for OS X.  IIRC, you can even use
a webbrowser as the client.
