Nope, indeed Fedora does not include modutils, instead it uses
/etc/modprobe.conf to control module loading options, etc. usbhid in
Fedora is compiled against the kernel, so you will never see the module
loaded, not with the official kernels, anyway. What's your tablet and
how have you set it up in xorg.conf?
