I think it is not a driver issue (but I may be wrong...)

I have implemented some basic smoothing options in MyPaint ("slow
position tracking"). But it probably will not help you because MyPaint
does not support layers yet. I wonder if it does what you need. MyPaint
is here: http://people.ee.ethz.ch/~mrenold/mypaint/

Maybe you want to ask the GIMP list. What I quickly could find:

And in case you haven't already, you might also want to try Inkscape. I
think it does quite some smoothing, but I don't know if it is usable for
digital inking.
