Sorry for not getting back to you sooner.  I was busy with 0.7.7-9.
It will be posted soon (today), which fixes the relative wheel issue.
If you don't plan to upgrade to 0.7.7-9, you could add those 2
xsetwacom commands to your ~/.xinitrc file.
