I was wrong about error messages.  With the .xinitrc generated by 
wacomcpl I got endless
xf86WcmDecode stylus: invalid ButtonN value button (0) "Button"
where N cycles through 1, 2, and 3.

If I change
xsetwacom set stylus Button3 button 2
to
xsetwacom set stylus Button3 2
there are no errors.  Just no window manager.

I'll keep looking...
