I almost never see service unavailable messages, and my percentage of
AOL users is as high or higher than yours.

I don't have any problems with AOL. things seem pretty normal. I have
to wonder about someone willing to so easily jettison 15% of their user
base because the admin processing is a hassle. Isn't it better to find
better or more efficient ways to handle the administration?

It sounds like AOL isn't the problem, but the administration aspects.
I'd focus on how to improve those, myself.
