You're right, that's a major information disconnect. The TOS page
includes a bunch of language about "by clicking on the Accept button,
you agree, etc." and yet there are no form buttons there. It's as if
they had intended to put this text on the account registration page
and just forgot.
I wonder if they even realize it.
