Since AOL and Netscape have merged, and I happen to know that the following
works, here's one answer:
whois netscape.com
(see results below)
Call the number and listen to the entire message (it's a riot!) before
pressing the correct number (which is given near the end) to reach their NOC.

The last time I called the number listed in the AOL whois, I reached their
NOC directly (they *answered* the phone!). But I've heard that they have
implemented some additional layers of phone tree stuff you have to go
through to get to the NOC now. That's why I suggest you try via Netscape.
