No not necessarily as long as you transfer the entire
license - again this can vary widely as is more complicated if you "registered"
the software previously.
Think about it, someone sells you "legitimate" software
(box, disks, manuals, etc) and then it turns out the license "key" is not
transferable without proof of purchase, original ownership, etc. Or the "key"
was bodgy in the first place.
Tip: be very wary buying/selling second hand software -
