Macromedia has a form (or did, anyway) to handle license transfers. I sold a
copy of CF 5 Pro on Ebay a few years back when the company I was working for
went belly-up (I was in charge of liquidating their assets). It was kind of
a pain, but we were able to transfer the license with Macromedia's blessing.

No not necessarily as long as you transfer the entire license - again this
can vary widely as is more complicated if you "registered" the software
previously.
Think about it, someone sells you "legitimate" software (box, disks,
manuals, etc) and then it turns out the license "key" is not transferable
without proof of purchase, original ownership, etc. Or the "key" was bodgy
in the first place.
Tip: be very wary buying/selling second hand software - especially of the
server variety.

Macromedia do now) may not be transferrable.
And for $40 you would be better off downloading the DevEd of CFMX 7,
