Um...Doc, why would you apply said rule to mobile suits? The three second rule is meant for automobiles that brake in predictable fashions, and is based on things like the coefficient of friction between rubber and asphault, the presence or absence of power brakes, driver reaction times, and so on and so forth. Applying it to MSs which are slowed by braking thrusters and governed almost entirely by computerized systems is loony. Different vehicle, different situations, different rule. Dunno what it would be, but you'd have to script it according to the variables involved, not those for automobiles.
