Z works with a Western analogy, imo.  Instead of a major war, look instead to 
the decline of European colonialism.  Earth fills in for the distant mother 
country.  The spacenoid population fills in for various colonies that are 
edging toward wanting independence.  And the Titans are the troops shipped off 
to the colony in an attempt to keep the locals pacified - often without close 
supervision due to the distance involved between the colony and the mother 
country (or because the leadership of the mother country has decided to look 
the other way).  The AEUG is then the locals who for one reason or another have 
decided that the foreign authorities need to go (either because they genuinely 
want independence or because they don't like the pacification group).

Haman and Minerva represent the heir of a deposed monarch.  

Scirocco doesn't really fit the analogy, though.
