yes, thats correct. the EF use Zeon's interest in the WB/Gundam as a
diversionary tactic to keep them distracted and have their 'spec forces'
busy. all the while picking up their production pace(ships/MS etc).

Ehhh... what's your evidence to that? I can't remember Amuro talking
or doing anything specific about the Zabis. Especially he was present
when Garma died and personally killed Dozel, but both times he was
unaware who they were.
Amuro was nothing like a "big picture" guy, he was so "small picture"
that in episode 18, he tried to end the war single-handedly by wiping
out a small mining base. Even in episode 43, when his NT power should
be fully developed, he was still receiving a "big picture" lesson from
Char.
