I don't think it's completely an act.  iirc, in episode 16 there were elements 
of her personality seen that suggested a bit of a playful nature.  Though I'd 
have to rewatch the episode to confirm.

But I think you're right in that what we saw on the Ptolemais in episode 17 was 
mostly the result of a carefully constructed image for the benefit of the 
ship's crew.

 

She also, as I recall, rejects one of Micheal's(? - I can't keep the two 
"brothers" names straight) more callous comments in episode 16, though it may 
be too early to start figuring out what that might mean.

 

Speaking of "brothers", there's the obvious skin tone difference between Johann 
and Micheal.  I'm guessing they were born in a lab, though it is possible that 
they only share one parent.  Also, there's the names (once again - though for 
different reasons this time).  Johann and Micheal are good European names that 
one might expect when refering to things like Trinity and Throne (Throne being 
a reference to an order of angels).  But Nene?

Actually I take that back, she's not even ditzy. She puts up a 
disarming mask, but everything she does is (or may be) deliberate and 
efficient. Notice she faked childishness to create a opportunity to 
hack Veda. In the field, her movements are professional and to the 
point.
