Is CB trying to fight for public opinion? The only sign along those lines so far was the operation in Azadistan. When Soma blew off the hab block, Tieria thought that CB should have let it burn up in the atmosphere instead of allowing Allelujah to help save it.
CB's only concern is keeping the masterplan on course. The Trinities are even less likely to be working for public opinion. Nena shot up a wedding because it irritated her, and the only thing that happened was that she was reprimanded for breaking formation. Public opinion is a non-issue for these guys. As far as the targeting thing goes, even bin Laden engages in it to a certain extent. His justification for attacking the World Trade Center was that those involved help support the US through their financial activities, which meant that in his eyes they were all engaged in supporting the US's military. The primary point is that it doesn't matter what the defender thinks is a "fair" target in warfare. It matters what the attacker thinks is. Pretty much anything and everything except maybe the tax evader in jail supports the nation in one form or another. How directly that support is provided, and the extent to which that support helps the nation is questionable. But it's still a degree of support, no matter how small. I can understand the bombing, since there is no way to avoid the casualties (or hard to), but I don't think it give them the power to kill basically everybody, as they can always use the excuse of "there are factory workers there in town", therefore giving them the right to basically wipe out every single town close to the factory. I know countries like China or Russia probably use strategy or rules like that, but Allies or US? Not saying it is not true, but I don't think it's as "wide open" as you seem to suggest. Not saying CB is not stupid or anything, but then again, they are trying to fight for the people's opinion as well, which as we all know, require people to do some stupid stuff.
