Sumeragi certainly seems to be keeping it in mind when she plan operations - 
whether that is the "guideline" provided by CB or her own accord is another 
question...

To the observers (those CB supporters), yes, but to some of the Gundam meisters 
and Sumeragi, it certainly doesn't seem to be the case...

Yes, which is why I say that is one of the major differences between them - 
Thrones and company have absolutely no regard for public opinion. When CB was 
"threaten" with terrorism, the Gundam Meisters stay low to avoid unnecessary 
fights.

I think you are going to the extreme here - I personally see the ROE of the 
US/Allied as a disclaimer, kind of like the one in restaurants - "We reserve 
the right to refuse service to anyone" - if they don't have that, then ANY 
civilian deaths would be against ROE, and therefore making any non-pure 
military target a "no go". Does that mean they use that "excuse" to kill 
everybody? No, but does that mean they never use it? No, but that does not mean 
you get to kill everything you think is against your country, as otherwise, you 
would see operations every minute of the day because there are always potential 
targets there.
