It could be argued that colleges and universities
are the silent *majority*.  After all, their point
man has just been elected president of ICANN, and 
given a vote on the board.

In many cases, these newly emerging stakeholder 
communities *have* been active in this process.  

Why discount their participation?

Remember, if we tried to define stakeholder
communities five years ago, we would have had 
just three:  Military, Educational, Technical!
