Given that two organizations were cited, one of which HAS been put in 
charge of the DNS-related issues, and given that WIPO is an international 
treaty organization, and given that you know both of these facts, I assume

Milton, while the use of dramatic language, like "usurp" is... well... 
dramatic, it is not conducive to constructive discussion, particularly in 
the absence of specific points providing the basis for using the 
term.  While, yes, you may introduce stray ideas which would constitute 
usurpation, it is only helpful if those points pertain to actual behaviors 
under consideration or being demonstrated.

If such behavior is, in fact, being considered or demonstrated, then you 
don't need the dramatic language.  Just cite it and explain the basis for 
rejecting it.

Instead you chose dramatic language, but offered no basis other than a 
hypothetical.  Since anything is possible, hypotheticals do not justify 
such dramatic language.
