My general thoughts on individual membership are that I think it is
important to have an at-large membership with equal power to that of the
other bodies of the organization.
If the DNSO or ICANN's existence were widely publicized, and individuals
from a broad spectrum of the world's population were actively engaged in
contributing to the at-large membership, perhaps only an at-large membership
would be necessary. However, this isn't true yet, and it's not likely to
be true for some time (if ever). Nonetheless, there are individuals who
need to have representation because they do not have the time or means to
represent themselves. Thus, I think there is also a need for other
membership classes to represent various stakeholders and other (direct or
indirect) representors of individuals.
