I actually think the IETF is a model organization for this type of
project.  However, I don't know that the man or woman on the street
feels likewise.

I propose we try a small experiment.

Have everyone on the ifwp list contact a small number of their friends
or acquaintances and give them this short survey:

An organization called the ICANN is being formed that is going to set
policy for the assignment of Internet domain names, addresses, and
protocol values.  Several methods of representation have been proposed
for this organization.  Please pick which of the methods you would
feel best represents you.

* I would like to represent myself by direct participation
* I would like to represent myself by proxy
* I would like the organizations or companies that provide my
  Internet access to appoint someone in some official capacity to
  represent me
* I would like the organizations or companies that provide my
  Internet access to send individuals to participate, which I feel is
  sufficient representation for me
* Other (Propose your own representation method)
* I don't have a preference
* I need more information before I can make my decision

There are no restrictions on who can participate in the survey.
However, it's encouraged that people are surveyed who do not work in
the computer industry.
