  This could be accomplished through a normal process with the inclusion
and direct participation of the membership.  No "Emergency Powers"
needed here at all, in fact to do so in this particular instance would pose
a detrimental impact of good process and not be in keeping with the
requirements of the White Paper.

  FIne, it is incumbent on the ICANN to put forth those issues in time for
all of the stakeholders to review and have a opportunity to make their
own decision on.  Again this is NOT a good example of a need for
and "Emergancy POwer" for the NC either.

  Bad idea, as it relegates the Membership nearly useless and powerless.
Again this "Emergency Powers" provision is just another vehicle for a
capture scenario.
