It is clear to the meanest intellect that ICANN has made no decisions
on this.  However, some kind of widely based uniform dispute
resolution mechanism is a mandate from the White paper, and the WIPO
process is by far the biggest game in town.  It doesn't take much of 
a brain to see which way the wind is blowing.
