A precise analogy. More than an analogy, in fact, because ICANN as created by the USG is the means for United States colonial expansion in cyberspace. Registry and registrar accreditation policies are colonial administrations; the registries and registrars themselves are colonial governorships; and the WIPO rules for domain name registration are citizenship and passport regulations in the American trade empire of cyberspace. And as in the British Empire of the 19th Century, only English will be permitted as the language of colonial administration and imperial dominance and control.
