If someone wished to register a service mark, that mark either being the
domain name or being included somewhere in the home page, the date
that Joe Blow consumer could first have brought up the home page would
be the date the mark was first used in commerce, which is necessary
for the service mark registration, hence it is indeed the "second" date above
that counts, not the day one sent off the request.
