Could it have been the rumored Bureau of Matudinal Omphaloskepsis? (I.e.
the bureau of contemplation of one's naval by the light of the rising
sun - they predicted Pearl Harbor, you know.)

Possible translation - he visited the clerk's office on campus to
pick up a diploma for a friend.

Perhaps he is simply "he is who he is"? (Who should not be confused
with the rather more significant entity "I am who I am".)
