NIS (Naval Investigative Service) was a branch of ONI (Office of Naval
Intelligence), all military, and indeed is now separated into a civilian
(by which is meant "non-military") organization similar to the ATF and 
the other "civilianized" branches of Army, etc., Intelligence.
