First off, I don't get your point. The IIF has nothing to do with ICANN. In
fact, it appears to be bound up, in litigation, for the next few centuries.
None of us, including ICANN, has been expecting that those funds would be
available within our life-times, let alone during this build-out process.
It would be foolish, in the extreme, to create such a dependency. The guys
who brought forth the class-action suit are trying to get their fees out of
it first. That amount is in contention. All these retro-active taxes, from
the Clinton administration, also are deeply contested, as to their
legality. In short, the matter is far from settled.

Until we have a funds availability date, such discussions are a waste of
bandwidth, IMHO.
