  The latter.

  This is too broad a definition, and is factually incorrect.  For
instance the HANDLE information is not owned by the DN
holder.

  Good short definition.

Permission implies lack of ownership other than that particular
permission itself.  Hence the Registrar does not OWN that to which
you refer, the REGISTRY does. Again an example would be
HANDLE designation.

  I do.  For instance, (SP7089), is owned by the REGISTRY and is
assigned to the REGISTRANT, with permissions from the REGISTRY
perhaps for the REGISTRAR to use with some restrictions of course.
