To the naive reader, "it [the gTLD-MoU] claimed ownership on the entire name
space" is a fact that you are quoting.
This fact is not true.

A correction to "It would have implied ownership on the entire name space"
would have given the feeling to the reader that you are stating your strong
belief.
I would have disagreed with your sentence, but I would never have thought at
it as an incorrect statement, and nobody would have called it "a lie".

It is a small change, but not a minor point, IMHO.
