Without getting into the "regulation" bit, the implication that somehow
what ICANN is doing or trying to do is not of extremely important
international interest is really quite wrong.  The geometric progression
by which the Internet has soaked up functions of world commerce will
continue, and the importance of ICANN (or whoever) could scarcely be
exaggerated.
