i disagree strongly with you here. it would be quite easy to capture a
significant number of votes.
maybe this example doesn't work for you but it does for others. i believe
you should be qualifying the above statment to yourself.

for ICANN, i agree with you strongly, but not for the domain name support
organization.
one could argue that any decision anywhere might impact them so they should
be entitled to input in all and every process. using that logic you should
be entitled to input on australia's immigration board because if they allow
too much emigration, sometime in the future austrailians who are upset
because of the increased population density might want to emigrate to nz and
that might affect the distribution of power resources or cost of nz real
estate due to increased demand. this example borders on the absurd but truly
this is the kind of logic i see some using out there.

i stongly feel that openess in application and creation of policies in
essential out here. this allows any potential abuses to see the light of day
long before the impact can be felt and gives us adequate opportunity for
reaction. at-large constituancies need to be represented in formation of
policies but a totally "flat"  model IMHO does not place the decision making
process closely enough to the areas of impact.
