Yes it does Gregbo. >;) It does this by using Cert that contains you
SSN, Name and address along with the e-mail id you registered to
get the cert with and is checkable against a cert database. If you have
your own cert database, each "Person" by their e-mail id must match
exactly their encrypted signature specifications which contains SSN or
in the case of non-us citizens other identification designations. that are
unique to one person.

I have personally talked to Verisgn and have a Versign cert myself.
They are willing to provide the dTabase to check for potential duplicates
for voting purposes. But the ICANN or any potential SO, can become
their own CA authority for this purpose.
