I find it to be an exceptional instance of hubris for NSI to claim to
be the sole representative of the entire gTLD "constituency" when it
is so patently clear that thiiis entire DNS MESS has grown up out of
the contentiousness of plans to add new gTLDs.

To re-emphasize - note that the constituency specified
by ICANN that you are referencing is not "gTLD" but
rather "gTLD Registrar." I believe Network Solutions
was only being responsive to those boundary conditions.
At the moment, there is only one gTLD Registrar, and
it's not clear whether that bifurcated model is one you
want to propagate - although it does raise discriminatory
treatment considerations.
It's great that you're moving the TLD Association forward.
