But now, with the testbed, we have 5 gTLD registrars, actually more, since
CORE is among the group.  CORE includes 90 registrars, two of which are
also in the testbed (Melbourne IT and France Telecom), so in fact there are
93 businesses that qualify under the gTLD registrar designation.

It appears, however, that the established "boundary conditions" have set as
un fait accompli a constituency capture by a special interest (CORE), 90:3.
